Because they are BUSY.
After crushing the dreams of Kiffin and Company, the NCAA quickly moved on to UNC, UF and now South Carolina.
After years of apparently just letting things slide and minimal action, the NCAA has grown some balls. Or at the least, it's now awake from a years-long slumber. The USC case and the associated expectations of enforcement that go along with it are certainly part of this, but the change in leadership (due to the unfortunate passing of Mr. Brand), is also almost certainly a driver.
Needless to say, they have to have openings. They are bringing the hammer, and that requires man-power. So nice of them to help out in a down economy.
Programs should be double and triple-checking their compliance rules and enforcement, burning agents that set foot on campus at the stake, and banning all summer jobs at anything even resembling an auto dealership.
Internship now means McDonald's SEC folks. Or Accounting if you're at ND (which is no change whatsoever).
