According to Irisih Eyes with Mike Frank, Armando Allen, a Scout's 4-Star runningback with blazing 40 times (4.35!), and a native of Florida, has chosen to become part of Charlie's Army.
This is great news for the Irish as they look to improve overall team-speed. Allen is said to have the sort of ability that can very quickly change the complexion of a game.

I’ve seen some film on this kid. He has breakaway speed and surprising strangth. He has an ability to break tackles, something we now lack.
